Nope. Output is necessary for a raumdeuter. However, if they're going through a goalscoring drought, they're heavily targeted because their on-ball contribution isn't sufficient to the causal fan, when that's not their role.

Havertz will be targeted by CFC fans at some point. https://twitter.com/firdausmohandas/status/1303659848513417216
It's a very niche role. Dele Alli is all about attacking space from deep, whether that be in a counter attacking situation or against a deep block. His contribution apart from that is offering vertical progression between the lines and combination play vs a packed block.
That's a very specific set of situations for raumdeuters to succeed in. Now of course they players differ individually - but they're not going to carry a counter attack like De Bruyne or their fellow #10's. That's a general rule of thumb for VDB, Muller, Alli, Havertz, whoever.
Muller is the best raumdeuter because he's the best between the lines, the most consistent, the most driven in his pursuit of goals but also b/c he plays for a team that allow him to stay between the lines the whole time. Havertz won't have that luxury. No other raumdeuter does.
If Chelsea want to play a 4-3-3 where does Havertz fit in? Maybe as a link man at the tip with Pulisic and Werner either side of him, a bit like Firmino. That could work but he's certainly never going to work in a midfield 3. Not even Muller could do that. It's just not his game.
Let's not get it twisted, however. I think raumdeuters are superb & have a soft spot for them because they're often misunderstood/scrutinised. Havertz is the real deal - he's a top player individually. I just don't see the need for him unless CFC plan on selling Mount (doubtful).
