In Wigan, Liverpool and Blackpool by the end of lockdown the level of new cases had reduced considerably. They then only experienced sporadic new positive cases. 2/4
But in Blackburn, Oldham and Rochdale new positive cases continued occurring regularly and in significant numbers. In PHE's words, COVID-19 has become 'endemic'. 3/4
PHE pose a crucial question in this quote. If full lockdown didn't work in these 'endemic' areas how can we expect that implementing the same type of restrictions again will work?
The answer is; it won't work. We need a change in approach. It needs to be based on a local, well-resourced Find Test, Trace, Isolate & Support system, as @IndependentSage has been recommending. The multi-billion private sector contracts are an embarrassing and expensive failure.
