Trump is not some principled opponent of the military-industrial complex -- he loves brokering lavish deals with Saudi Arabia on their behalf, and so on -- but he *has* been in constant conflict with factions of the defense/intelligence establishment since before he took office
If the CEOs of enormous weapons manufacturers are fully on board with your re-election, and the White House cuts commercials on their behalf ( https://twitter.com/whitehouse/status/1150857367971606528?lang=en) it's hard to square that with being some principled opponent of the military-industrial complex
However, the "military-industrial complex" is not necessarily a monolith and there are elements of it who would prefer a president that followed a more "conventional" rhetorical script
