It wasn't until 19 min into the conversation that we talked about behind the meter natgas/diesel engines. Also there was a statement that we wouldn't want them to serve as critical backup -- when that is exactly the plan; customers pay for back up and need little $$$ to play.
The utility deliberately underbudgeted (big fight) $$$ to sign up C&I load into these program -- we tried to sign up 100MW in 2017-18 but were told the payment rates were too low to incent folks.
There was no mention of smart thermostats until min 23 when NEST has had high profile pilots with SCE for years. They were never called on August 14-15th. There was a comment that physical switches for HVAC aren't working, but NEST is WiFi.
One major point that was missed, in ERCOT all of these resources can access the $1,000/MWh price signal. You cant do that in CAISO. The utility calls you and pays you a pre-negotiated rate when call (very low number).
This is nanny state 3.0. Why would DERs be able to participate in ERCOT but not in CAISO? Stop making excuses for California and its participants. It is not fair and it is hurting the entire DR industry.
Bottom line is that this take was a great example of "both-sides"ism gone wrong. The technology is ready and they don't have access to the broader marketplace. This is because they are 90% cheaper and California and others don't want to hurt NG plants by reducing wholesale $$$
The technology has been available for years. From pool pumps to other loads, there have been smartplugs/smart power strips for 10 years! Anything, everything can be made smart.
