It was directed towards those who erased revolution, so that people who were invested in those who erased suffering would have no choice but to be exposed to, and empathetic with raw images (visual and narrative) episodes of suffering.
ie journalists who only covered counter revolution in a positive light were terrorized in ways that could not be explained without revealing communiques explaining why it was happening.
