A lot of sites start with:
Hi, I am so and so and im a Dev
Their first thought will be, "good for you" LOL
You need to focus on value and how you'll solve a business problem.
Lead them to your portfolio and/or a way to contact you easily

Focus on results and how you solved business problems
You're not trying to impress your dev friends, you're trying to win clients, generate leads, or land that first dev job
Point
continued... This is important:
Instead of saying "used React to create an eCommerce site"
say
"built an e-commerce site thats generating $1000/month in sales"

Most clients don't care if you use WordPress, a hip JS framework, or something else.
They don't know the difference
They are looking for features and results.
Think about that as you are designing your site

A lot of sites use the github and other cool icons as contact buttons
Your freelance clients wont know what those are
Your contact info should be easy to understand / use.
A good ol contact form works fine and helps show off those JS skills

Want to show off that cool new animation you learned?
Don't. Focus on usability instead
Does your website load fast? Test it for speed while you are building
Is it responsive? Is it tuned for accessibility?
If no, keep tuning
Lastly, your portfolio website is never done
You'll want to keep adding new projects (cooler ones to the top)
and
tuning and based on how well its working and helping you land that job or new clients
