Floch was a part of 104th Training Corps same as the rest of the cast. Unlike our MCs he chose to join Garrison. For the mission to take back Wall Maria he joined Survey Corps as a recruit. He had hopes of becoming hero.
He was a coward crybaby who was afraid of dying. In this mission he took part in Erwinβs suicide charge. Participating in this plan was the bravest and the most terrifying thing he had ever done. Unlike the rest, he survived this and suffered from survivorβs guilt.
He wanted to bring back Erwin instead of Armin. The reason was Erwinβs successful plan. He thought if they want to win they need a devil, Erwin, who was more of a monster than their enemies.
He was upset that Levi chose Armin to bring back and had every right to be like that. Levi let his emotions get to him. While Eren and Mikasa were standing up for their friend, Floch was standing up for his beliefs and the rest of humanity.
Floch is also painfully straightforward. He argued with rest of the squad as he told Hitch about the mission and Marloweβs last moments. He asked squad to be truthful to future recruits about what they are signing for and not to let cowards like him to join the Survey Corps.
After time skip we see him burning down Liberio which causes the death of many civilians. (+he knew about Erenβs genocide plan at this point). When Jean asked him to stop, he tried to justify his actions as that Paradisians have gone through worse and people outside deserve this
Then we see him as a part of Yeagarists who go against the government and Survey Corps. He leaked the information about Erenβs imprisonment. He recruited many soldiers to be part of Yeagarists and became their leader.
In addition, we see a piece of his mind which he says that Paradisians donβt need rest of the world. He is willing to sacrifice Paradisβ technological advacement if it means he can eredicate enemies.
He wants to survive and wants the same for his people. He believes only devils can give them hope. Therefore, after Erwin he chose another devil (at least he believes so) to serve, Eren. He put his faith into Eren believing that genocide can bring them their freedom.
Floch and Jean are the most human characters of the story. They are like two sides of the same coin. Both started as cowards. While Jean chooses to be selfless, Floch acts on his selfishness. Like the rest of the characters he is selfish, has dreams and desires them to be real.
