1. The Clarity Act was significant not just because it provided formal legislation for secessionist referendums within Canada but because it reframed the entire debate surrounding them – Quebec secession is not merely an internal Quebecois issue but one that affects all of Canada
2. The Act confirmed that Quebec has no right to unilaterally secede and that a vote by Quebec to secede can in practice only trigger negotiations with the Canadian federal government who would then negotiate on behalf of the rest of Canada.
3. Scottish secession would lead to the break-up of the United Kingdom and present profound economic, security, diplomatic and other challenges for the rest of the UK for a long time. Presenting the debate as purely one of Scottish self-determination is simply inaccurate.

5. If the pro-UK side can make this the dominant narrative around Scottish secession then it becomes logical that Scots living in the rest of the UK should be able to vote. It also leads to the framing of the question – Remain/Leave becomes far more suitable than Yes/No.
6. A UK Clarity Act can help give political & legal expression to this framing which could reshape the debate in the UK’s favour. But even if this does not happen, the pro-UK side should adopt this framing whenever they argue against secession.
