I've just tried to watch a few minutes of Debbins' "Russian Worldview, Grand Strategy and Cyberspace" and oh boy....he attributes the Dragonfly targeted intrusion campaign targeting CIKR circa 2014 to *Iran* false-flagging as Russia.
For the record - the Dragonfly campaigns were absolutely Russian, and the later iterations were actually linked to Russia by the US Government:
