People confuse two different things: a state with a capacity to deliver the public goods versus a state with a capacity to oppress. In third world you have states with capacity to oppress but no capacity to deliver services. Being against the state is different in that context.
That is one reason why there are not too many takers for the R party among immigrants. (There are other bigger reasons) whereas the Tories do fairly well with immigrants because the Tories dont have the batshit crazy notion that gubmint is bad.
