Maybe it's unrelated but I'm reminded of the fact that GRECO, the COE body that monitors efforts to prevent corruption, has found Ireland 'globally unsatisfactory' in its efforts to do so among parliamentarians and judges. Some recommendations :
'GRECO recommended that the parliamentary authorities provide dedicated regular
training for members of parliament on issues such as ethics, conduct in situations
of conflicts of interests and corruption prevention.'
'(i) that a code of conduct for judges be formally established,
including guidance and confidential counselling in respect of conflicts of interest and
other integrity related matters (...) and (ii) connect such an instrument to an
accountability mechanism.'
