The fourteen of us disagree about a lot of things when it comes to climate policy. Some of us are all-in on CDR, and some of us are skeptical of it. We have different ideas about what kinds of CDR we support and how it should be used. So why did we write this paper together?
We wrote it because CDR is climbing up climate policy agendas as companies and countries make net-zero pledges & IPCC reports show how important removing CO2 is likely to be for achieving the Paris goals. This calls for broad discussion among people with different perspectives.
That is, we think it's important for researchers, policy makers, and civil society to be talking about CDR, regardless of what role they think CDR should play in climate policy and what they think about the many different ways of doing CDR. We need to be talking to each other.
And yet, in my experience, people often talk past each other in the conversations. Sometimes it's even hard to get the conversation going. You'll try to bring up CDR and people look at you like you're nuts. (Much less so now than just a few years ago, but still....)
We wrote this paper to try to establish a common baseline for discussions of CDR--some points of agreement that can make facilitate conversations about it by providing a foundation of shared understanding.
In that spirit, the paper offer 4 principles that we regard as important starting points for thinking and talking about CDR's role in climate policy. Even though we disagree among ourselves about the proper use of CDR, we agree on these principles.
We hope the principles we offer here will help people as they engage in these vital conversations, especially in policy circles and in civil society.
My thanks to all of the authors for the multiple rounds of inputs, their insights, ideas, debate, and willingness to be a part of a process that moved in fits and starts. I learned a lot from working with all of you.
The article is part of a special issue on negative emissions technologies, which looks to have a lot of great articles. See the full table of contents here: https://www.cell.com/one-earth/issue?pii=S2590-3322(19)X0013-5
