Ideally if you have issues with internet access, then a platform that allows you download tutorials is the best for you.
If you're going for text tutorial, you automatically save a lot of data here already

Now for the cost of course:
A lot of platforms offer amazing course for FREE, however, if you're seeing a course you like in a place you can't afford, take time to ask around and make research, course providers run promos or scholarship. Don't give up because of $$$ MAIL THEM

NEXT is your hardware: First of all, if you're in Nigeria, before anything at all, disable windows automatic update, e get why.
Calculate your data to make sure this is disabled.
Your PC determine how smooth your learning is, better a smooth sublime than a hanging VsCode.

If you have limited hardware spec, then have as little as possible programs running, have only what you need to learn.
Also when it comes to course: Know that sometimes, a $9 Udemy course you have access to offline is better than a $800 Udacity course you don't have data for.

In Nigeria, if you have issues with internet payments, you can do a cheap night plan and download the tutorial video for the next day ahead. Also, skip cdn for now also.

Ohhhh yes again, Electricity is not stable, how do you fix this?
Tip: Your phone lasts longer than your PC, if you have an offline video tutorial, watch on our phone first, and secondly on your PC.
Reason: You won't waste time rewinding everytime on our small PC battery power.
