I’ve always called photo radar in Edmonton a ’cash cow’.
“Shouldn’t there be fines for speeding?”
Yes. That’s fair. What’s not fair is that it is an ‘unequal tax’. If you are barely scraping by a ticket impacts you by orders of magnitude more than if you are wealthy.

“Does photo radar work?”
It sure does. Evidence points to behaviour change on roads due to the pain of getting a ticket in the mail. Again, if you are wealthy, that pain is likely far less than if you are stretching every dollar.
A progressive system works better.

Other countries do this, but I believe #yegcc would require provincial partnership for this kind of approach as we are governed by the Traffic Safety Act.
“Where does the money go from photo radar?”
Not general revenues, but targeted funds:

“What if I get more than one ticket in one stretch?”
It usually means there is a permanent camera at an intersection, and there was a brightly marked vehicle also in the general area.
If you are struggling financially this is very onerous. This should be factored in.

“What about photo radar deployed in areas where there is not sufficient proof that it reduces collisions or improves safety?”
No argument here. Every tool should be able to prove it’s worth. Photo Radar is best used at intersections: https://www.cbc.ca/news/canada/edmonton/photo-radar-review-alberta-mason-1.5028016

To sum up:
Please don’t speed.
I know roads are physically designed in a manner that indicates they are safe to drive on much faster than the posted limit (I’m working on that), but remember:
The goal is to get where we all need to go, and to do that safely.
Thanks.
