In previous administrations, DOL, the Department of Agriculture, and DHS all urged food & agriculture businesses & trade associations to plan for a pandemic.

What they apparently didn't do was try to engage unions & other worker representatives.
As @sharblock says, workers are long-term thinkers. If they & their representatives had been invited to these planning exercises, they could have pushed companies to follow through.
US labor law circumscribes the role of unions in employer decision-making, so it probably didn't occur to regulators (especially outside DOL) that worker reps should be included in this planning. Another reason we need a #CleanSlate for worker power.
