all the health/testing/ventilation issues aside (and they are legion), schools are supposed to come up with ways to instruct kids who aren't in the building and nobody knows who's going to...do that
the simplest answer is that you'd need to double the teaching force (NYC has about 75k public school teachers)
(that'd cost, conservatively, $5 billion)
