New Zealand PM on what happens at their mandatory, military-enforced COVID-19+ quarantine facilities: "What do we do if someone refuses to be tested? Well, they can't now. If someone refuses to be tested, they have to keep staying. They won't be able to leave after 14 days."
"You either get your test done and make sure you're cleared, or we will keep you in a facility longer."
The quarantine facilities are for anyone who comes into the country in addition to anyone who tests positive for the virus, in addition to the people in their household, regardless of positive or negative test.
