Chosun Ilbo's reporting series of "urgent" & "scoop" headlines starting w/ 긴급 "김정은, 일부 권한이양…국정전반 위임통치" KJU transfers some powers; now story citing 🇰🇷spy agency that Kim Yo Jong is tasked to help govern. Thread to come as we hear more..1/ https://bit.ly/3j38QKt
For now, NIS' expression in Korean 위임통치 "transfer of (some) powers" sounds exaggerated for NK reality/system. Too many unknowns for now, including speculation that the new 🇰🇷 spy chief wants show off in his 1st intel briefing to Natl Assembly. Let's see how NK reacts..2/
The translation can also be "delegate (some) authority" (i.e. KJU can always take it back). Another example of how there's rarely 1 English word that fully embodies a Korean word. "Transfer/delegate (some) powers/authority/governance" is better but who translates this way? 😆..3/
Still, diction in Korean is a stretch. She may have been charged w/ some tasks & is reported to before going to KJU (1 NIS interpretation is to deflect blame for policy failures), but still not the same as 위임통치. Plus, might there also be the problem of the telephone game?..4/
Why possible telephone game phenomenon? 1 scenario: NK (intel observation limitations) 👉 🇰🇷 intel agency (interpretation/summary/analysis) 👉 new intel chief (political agenda) 👉 Natl Assembly (interpretation) 👉 lawmakers' media briefing (quotes/interpretation) 👉 public..5/
Another NIS interpretation is that KJU did this to relieve some of his stress ruling NK..🤔 It's a dangerous expression that could insult & upset NK. Several others in the transcript are odd too.

I can't stress enough the need to see if/how NK reacts to the NIS briefing..6/
