2/ Presume that initially it would mean franchises coming off EMAs and going into OLR while the contracts are reedesigned...
3/ Big question is whether you can do contracting under the current model in the RA1993... I suppose you could if your concession is treated legally as a franchise in the short term while you legislate...

4/ Current concessions in London and Merseyside are exempt from the 1993 Act under Regulations.
I suppose you could do that but... exempting the whole industry from the primary legislation?
