Three general conclusions that I can say about the coup from 5 years of studying the #Mali Armed Forces. (1/4)
No magic formula for coup proofing. Mali has tried everything: cutting funds, favoring elite battalions, focus on professionalism, using militias for fighting, favoring a group's recruitment. Still, belief in corrective coup remains deeply entrenched for soldiers and civils. 2/4
We teach CIMIC as marketing military operations. We dont ask soldiers to reflect on the legitimacy/morality of ops. We teach them to be likable during operations without instituting a more equal relationship for CVE. Elite/Officers sense of superiority remains unchallenged 3/4
FAMa's focus is BKO. Officers know careers depend on being seen in BKO (for training, promotion, intl credentials). Soldiers and families are dependent on Kati's economy (even when dispatched in the North). Soldiers cannot leave politics aside if their life depends on it. 4/4
