Technical Skill: While not being the best rapper Ye has shown to have great flows and cadences and great lyricism
Versatility: Ye has touched upon many different styles and does them at very least well
Production: One of the best producers of all time

Impact: Changed music especially Hip Hop forever
Longevity: Been pretty consistent for over a decade.

Cons:

Lows: His lows aren't that bad he only has one bad album and one eh one but they do tarnish his discog
Stupid Lyrics: Newer Kanye has been known for having multiple awful lyrics that continue to pop up more with time

Execution: Kanye is over ambitious he tries too hard to make something perfect and it doesn't always workout
Technical Skill: I said this was a positive but it is also a negative in some ways he has been out rapped many times and is no where near the best technical rapper

Inconsitency: He isn't that inconsistent but his discog is a bit everywhere
Writers: As stated previously Ye has writers to help him which discredits his songwriting ability and lyricism a bit

Overall:
Kanye while being a good bit overrated is very deserving of a GOAT spot. Few come close to what Kanye has accomplished and in the same way. He has some of the best highs in Hip Hop history, one of the best producers, many classics, and is one (1/2)

one of the most creative minds of our generation. While yes he has some duds(none of which are that bad) he has shown time and time again he is willing to push boundaries and make something fantastic

So yes Kanye West is a GOAT
