As I've mentioned I am ACTUALLY certified and regularly keep myself up to date on my certifications.
It is a flat out violation to use patients private info to contact them on social media without consent to hit on them.

If you wanna get really technical, UK uses the Data Protection Act in place of HIPAA and his action was in violation of the DPA as well.

And honestly if you just use common sense you can know that this is not ok. If you think for a moment about HIPAA requirements and limitations in the real world you can easily apply those rules to social media and not get yourself in trouble.
