Cap has just had the disillusionment of seeing SHIELD fail utterly. He’s lost his trust in institutions and after Ultron he doubts the wisdom of the Science Bro’s. Bucky is an example of the Accords flaw, but the accords are the real issue. The Accords are Project Insight 2
Falcon is tight with Cap and has similar experiences from Winter Soldier. He’s not a full fledged Avenger so he knows he can trust Cap’s discernment, not sure about the others.
Scarlet Witch would be more on the fence, but she’s the first Accords scapegoat, being treated like a criminal in her own home. Vision, who she has feelings for, is becoming a controlling creep because of them. And last time Stark teamed up with government her parents died.
Ant-man is an anti-establishment felon. He does crimes for the greater good. Yellowjacket taught him to distrust military-industrial complex. He’s the most obvious anti-oversight dude in the whole bunch.
Hawkeye is trickier. He enjoys a veil of anonymity. He’s likely afraid his Iowa farm is going to be leaked to a country he spied on and it’ll endanger his family. He’s also protective of Wanda.
Let’s not forget Bucky is innocent! So he knows that Ross and company are incompetent buffoons. They suggest the accords and within 10 minutes are using them to falsely prosecute him. Of course he’s anti-Accords.
Iron Man is a hot mess. PTSD from NY. Pepper on his case because he lied when he said he was done. Failure of Ultron in his ears. He’s being a coward and just wants to quit. The Accords strip him of decision making power, which he wants because he knows he sucks at it.
War Machine is a military man. He’s already sided with the feds over his own friend Tony, did the whole Iron Patriot charade. He’s just being a good soldier in Civil War and following orders.
Vision is a calculator at this point. He’s running numbers, doesn’t understand human emotion or personality. He sees flawed humans with oversight or flawed humans without and goes for oversight. Just a computer making calculations.
Black Panther mostly wants a shot at Bucky. We’ve already seen that his diplomatic immunity and Wakandan sovereignty means the Accords don’t really apply to him any way. Why would a king care about such a pedestrian matter? Note when his beef ends, he hides Cap & Bucky.
Spider-Man just wants a way to make a difference. Tony asked and Cap didn’t. Had Falcon dropped by and asked first he’d have gone with the other side.
Black Widow is the hardest, but that’s also why she flips sides. I think she starts from cynicism. Tony and Ross are both on this train? Probably can’t stop it, might as well go with it. Only overcomes that when her cynicism kryptonite, Cap, inspires her to give a crap.
As a final note, one of my pet peeves is people who say “let’s talk...” and then mute the thread when people actually talk. Social media is for conversation.
