This is... not how it works.
Launch titles deal with brand new tech that takes YEARS for studios to harness and improve upon. Halo 3 and Halo 4 released on the 360, using the same (retooled) engine - there is no universe where H3 shipped looking like H4 just because Bungie "knew where the specs would land."

This one has to be made up lol. Just like with Forward Unto Dawn and Nightfall, there is a dedicated franchise team that specifically deals with transmedia.

The people at 343 working on the TV show are not running pipelines for the game.

THAT'S NOT HOW IT WORKS.
There may well be cause for concern in some areas, but this ain't the story you're looking for. These "anonymous sources" sound like outright fabrications, and the speculation without any actual knowledge or context is just drama-stirring.
