Pull a product ID report in Google Ads and make sure you use at least 3+ months worth of data.

Add filters to the product ID report to filter for poor performing products e.g.

Cost > ÂŁ100 and conversions < 0 (download these high spenders but no conversions)

Clicks < 0 (download these products that aren't getting any traffic)

Assign these poor performing products a custom label and upload into the Google Merchant Center.

This will help you segment the poor performing products that you want to trial for smart shopping.

Create a feed rule to make sure that all of the other products that won't be used for smart shopping get assigned a 'manual_shopping' custom label.

Create a brand new smart shopping campaign that just targets the 'smart_shopping' product IDs.

Apply an inventory filter to standard shopping campaigns (campaign settings > inventory filter) to only filter in 'manual_shopping' products.
