Why isn't Epic targeting consoles and just going after Apple (and Google)?

1. Epic sees smartphones as essential devices, in a similar way to how PC's were seen as essential devices last decade.

It is something that everyone needs in 2020 for all aspects of life.
2. As per above, consoles are not essential and there is a rationale for the 30% fee given the business model of consoles.

Especially as the platform fee will include things like manufacturing (in the case of physical games) and marketing.
3. Epic can't bypass PSN/XBL on consoles with its own payment system, but it can negotiate with platform holders.

Given the 20% discount on V-bucks applies to consoles as well, it's likely Epic has negotiated a deal with the platform holders to pay less than 30%.
While Epic is aiming to open up iOS and allow for different stores and payment processors on the platform, it is very much doing it because Epic believes they are uniquely positioned to do well with Epic Games Store on iOS and ultimately not have to pay Apple any cut.
