I must say SBU is probably the most efficient and ambitious intel agency in Europe right now...pretty much ahead of FSB, and certainly light years ahead of our stagnant EU services.

Just go avoid endless individual debates: no, the fact that SBU managed to pull this off doesn't conflict with the concept Wagner is a GRU proxy. As we wrote, Wagner is not a thing. Mercenaries fighting for it are just that - mercenaries, but their commanders report to GRU.
