The media continues to do a disservice to Canadians by misinforming them of the nature of parliamentary procedures.

Prorogation is not a "method of avoiding difficult circumstances." Its purpose is to reset a gov't's agenda.
It's a mechanism to test the confidence of the house. The gov't outlines its positions and agenda for the next session. The opposition parties then get to either support or reject that overall agenda.
It abandons all current legislation that has not yet received ascent. This is part of the "reset" mechanism. The gov't no longer feels the current legislative agenda is relevant to the situation and needs to properly put forth a new agenda.
Note that entities such as the Ethics Commissioner are not affected by prorogation. You cannot avoid this investigation or consequences as such.
One could argue that NOT proroguing the house when moving for a major shift in agenda is abuse of proper procedure.

The intent is for the gov't to present its new agenda to the house and Canadians for consideration.
