/ One thing I hope comes out of the USPS hearings is the degree to which DeJoy's appointment was the product of financial blackmail from the Treasury Department.
/ The CARES Act included a $10 billion line of credit for the USPS, but it was widely reported that Treasury was holding up the loan in exchange for "sweeping operational changes" at the agency. This is what made vice chair of the Board of Governors David Williams resign.
/ It's very clear, though mostly unsaid, that DeJoy was the price for getting the line of credit set up. That finally happened in late July. https://www.washingtonpost.com/business/2020/07/29/postal-service-treasury-loan/
/ One of the things Treasury Sec Mnuchin was seeking in talks over the line of credit was "provisions that would allow the Trump administration to approve senior postal personnel decisions." What role did Treasury play not only in hiring DeJoy but in the management shuffle?
/ It's finally beginning to become clear that DeJoy was a Mnuchin hire. "Secretary Treasury Steve Mnuchin was reportedly involved in recruiting DeJoy, a GOP mega-donor, for the job." https://talkingpointsmemo.com/news/usps-dejoy-republicans-split-dave-yost
/ I should note that the USPS hasn't tapped the line of credit yet, because it can't until cash balances go under $8 billion. Now they're at $13 billion, in part because of DeJoy's overtime cutbacks. https://prospect.org/politics/postal-service-mail-in-ballots-10-billion-dollar-credit-treasury/
/ To deliver the mail properly, however, USPS would need the funds. So the Board of Governors was held up to hire a saboteur as its postmaster general for a $10 billion line of credit. That's the strong suspicion anyway, and hearings should try to get at that question.
