4...Interestingly, the bulletin does note that your billing staff can access netcare to correct the number. Except a) netcare commonly has the wrong numbers, b) it is highly unusual for a medical billing company to have access to netcare. But more interesting yet...5
5...what happens if a particularly large medical billing company is operated by a doctor? Suddenly, that billing company does have access to netcare, and the explicit govt position (as in the bulletin) is for that company to use that netcare access to validate PHNs...6

8...Because at this point, who knows why anyone with netcare access is looking up any persons chart. No longer can it be implied that it was for gaining information essential to patient care...Maybe now its just for validating PHNs and addresses.
