TacoTime was an extremely talented dev from Toronto. His/Her resume includes (not limited to) participating in the founding of the legitimate $XMR project (helped fork from shady BitMonero) and more importantly for this thread: writing the memcoin2 paper (MC2)

MC2 looked at $BTC (POW=1CPU=1Vote: miners control the future), and areas it could be improved. The cornerstone of this paper is a hybrid POW/POS consensus mechanism/model whereby coinholders would have voting power to have a say in the future of the coin.
