It is written in Harivamsa.

Na chamudra praveshtavyo Dwarapalasya Pasyatah"

Meaning it is necessary that every citizen of Dwarka need to carry

A mudra or seal as their identity & the duty of guards to see that every citizen carries the seal and no one allowed to enter without a seal.

Such Seal of 18×20mm made of conch shell with a three headed animal motives are recovered from sea of Dwarka during underwater excavation
The seal from Bet Dwarka corroborates the reference made in Harivamsha.
