Oooh, prorogation! Not ITSELF a shocker UNLESS the PM is going to do it *now*, as opposed to waiting til just before the House was due back, which would be very high risk because it means no emergency COVID-19 legislation in the interim. OR committees. Ahem.
Proroguing Parliament on September 20 with a Speech from the Throne on/around October 5 or 19th with a budget a week or two later would be reasonable, all things considered. Would only lose two weeks of House sittings and honestly, the previous SftT really is out of date.
And yes, I've repeatedly written about how prorogation *is not inherently nefarious or undemocratic*! It's a standard provision of parliamentary democracy. It comes down to how and when it is used, and why.
