There is no reason to believe and no evidence to support the thesis that China contained the virus in Wuhan. Much more likely explanation is China stopped testing. CCP then focused on spreading fear and terror into the West, while they were simultaneously reopening society.

China didn't contain the virus. China ignored the virus, and then used its state institutions, WHO, etc to hype the virus to the rest of the world.

China still tests people on a local level, but the benefit of a top down system is the ability to flush those numbers when they reach the bureaucrats in the CCP. The testing never moves up the chain, and never gets reported, by design.
