2/2 But the truth is there was never WH leadership to shape a national plan with directives to the states. Even if not legally binding they would have had a powerful public health impact, especially in Southern States, which saw a resurgence accounting for 1/5 world cases
And now of course, the full impact of a failed approach is being realized - historic decimation of Hispanic communities across the Southern US, also African American and Native American communities, beyond awful
