Reasons why current COVID cluster might not be catastrophic failure...
1: test has false negative rate so a person in managed isolation could have had asymptomatic infection and false neg test. No test is perfect. Not a catastrophic failure. 1/3

2: very small number of people have the virus but take more than 14 days for virus to become detectable. If they had asymptomatic infection after leaving MI then could have shared virus with others. It’s a sneaky virus. Not a catastrophic failure.

3: virus might have been on cold storage cargo. Would be very rare but theoretically possible. Bad luck but not catastrophic failure.
