Safe return to schools
Looking at this weeks PHE data report in relation to the @IndependentSage report on schools.
Report compared to current DfE guidence is here. https://twitter.com/karamballes/status/1294320685251276802?s=19

2/ In summary @IndependentSage had a ladder of measures in schools dependent on local infection data.
Green: below 10 per 100k people
Amber: 10-50 per 100k
Red: 50+ per 100k
I would have another above which is go to keyworker

3/ Graph of testing positivity over July, takes into account changing number of tests. Infections in the community rising, hospital rates level.

5/ Overall as mostly R0 has remained below 1 the numbers are lower than at the start of June. Although as we haven't been far below RO 1 the numbers have come down slowly. TTI is going to be important to keep this trend.
6/ I have colour keyed the PHE estimated local infection rates according to the ladder of measures suggested by Independent SAGE.
Reds are rare and there's a lot of green which is reassuring for many areas where the chance of anyone bringing infection into a school is very low.

13/ By setting, notice 78 outbreaks linked to schools in the past 4 weeks, as most schools have been closed for 3 weeks those will be the figures mainly for the last week of term. Now compare to the 4 week total of workplace settings.
14/ TTI must still be improved. The Independent SAGE suggested ladder of measures seems sensible, but we need data to be effective.

Issues with TTI and schools

15/ Of course the decision to now go through a top down reorganisation and put Test and Trace mainly controlled by SERCO in charge of PHE doesn't fill me with hope. https://twitter.com/IndependentSage/status/1295277565171634176?s=19
16/ Particularly considering that their promising decision to switch TTI resources to local control turns out to be smoke and mirrors. https://twitter.com/openDemocracy/status/1294944491909058560?s=19
17/ I think looking atvthe Royal Society DELVE report is also worthwhile.
There are all sorts of measures that we could be considering to improve safety in schools so we keep transmission down and schools open.
Gov inaction is the main issue https://twitter.com/karamballes/status/1291352459584077825?s=19
