Even though it was the original idea, the writers of the first outing of She-Hulk quickly did away with the idea of her getting powered up when she's angry, mostly because they didn't want to portray a female superhero whose power is to "hulk out when it's that time of the month"
Although sex appeal was definitely an aspect to her later outings, she has always been designed as a character made to appeal to the female demographic (since male readers historically always favored male-led titles anyway), and they did not want to be offensive to their readers.
Her differences from Hulk has always been sort of controversial. Some are quick to point out that she retains a supermodel body in her hulked-out form and pull it as evidence to artists' double standards, she also retains her intellect while having equal strength to her cousin.
Artists have been tipsy-turvy about her ability to retain mental composure and a law career as Shulkie. Some explained it away by saying her exposure to Gamma Rad was small but condensed, the consensus is that she does it by being confident, unlike her shitshow of a cousin.
She attained a form similar to Bruce's "Professor Hulk" form in a more natural way since she simply has a greater ability to handle her own inner turmoil. She mostly did not suffer from multiple personality complex like Bruce, and was able to unify She-Hulk and Jennifer easily.
Sure it's not up to debate that she's been mostly handled by male writers, but her attractive composure and sexual presentation was made to resonate as a role model for girls. She has always been in control of her sexuality, and tossing around shitty guys was just Tuesday to her.
This reactionary retcon culture in comics absolutely destroyed and "Captain Marvel"ized an incredibly feminist icon in comics history, and led to some ironic regression by turning her into a character the original creators didn't even want to depict in order to not offend women.
This has been my thesis about general desexualization and demonization of attractive femininity in fantasy media. It's criminal what they're doing to Shulkie.
