I seriously feel like after Mori and Fukuzawa broke up 11 years ago, Mori has believed that if the Mafia became powerful enough that it could be the only entity necessary to protecting the peace and stability of Yokohama without anyone else. That it had that potential.
If we look back on Cannibalism and what Fukuzawa and Mori said, the Mafia is the more powerful and influential between the two organizations that’s necessary to the protection of Yokohama and its destruction would cause catastrophic consequences unlike it would to the ADA.
But I feel that since the Guild arc, Mori has started to consider and understand a few important things including:
1) The power of both the ADA and Mafia are finite in different areas.
2) Natsume teamed him up with Fukuzawa for a reason. And he cannot forget his duties to him.

3) There are enemies MUCH bigger than both the Mafia and ADA combined and when they come for one organization, the other is bound to get involved and both suffer damages.
He can’t deny that the two organizations need each other for survival when the worst situations occur.

Even if he tries to take advantage of the ADA in their most vulnerable moments for his own gain like the scum he is, ultimately he and his organization WILL fulfill all promises he makes to them at all costs cuz he knows it’s necessary to the equilibrium of the organizations.
