In 1979, the CIA published a paper on the Kosovo problem. It mentions how Belgrade attempted to appease Albanian nationalism with greater autonomy, but the Hoxha regime in Albania saw Kosovo as only temporarily under Yugoslav control.
The paper mentions, “...the situation there is ready-made for foreign meddling.”
