Most states that have (mostly) successfully implemented vote by mail, have invested heavily to clean them up. @AGHamilton29 is correct, there is a very elegant compromise. Promote and reform where necessary absentee balloting (make it easier), ensure the safety of in-person voting, and early voting. And one more step. 5/
