Lot of understandable anger over this. However I'd suggest one thing, JLO programme can be very effective in certain situations in preventing reoffending. It all depends on the suspects' willingness to engage and the ability/dedication of the JLO.
I totally understand the desire for punishment particularly in such a horrible, racist attack. But generally speaking, jailing kids is just storing up problems for the future.
