This week's Omaha City Council meeting has a few opportunities to speak on police funding.
2 things to note:
1) Council does not have a public comment period so you must find a relevant agenda item
2) if the public keeps showing up, they are harder to ignore
First, these 2 items on the consent agenda.
They don't have anything to do with police funding, but it seems to me that these types of allocations are exactly where advocates of police reform would rather see our City's money.
Maybe I'm crazy, but investing our money proactively into the community and support services will make us stronger, safer, and more resilient in the long run.
I'm not saying that this is enough and so everything's good. This is just a good example of the possible.
Second, this contract agreement for what looks to be janitorial services of a specialized variety - namely, cleaning the OPD's gun ranges.
I'm sure gun ranges need to be cleaned like any other place. But, again, you need a relevant agenda item on which to speak. I don't know the answer, but does this $35k come out of the City's budget or the police budget?
And finally, the approval of a $550,000 settlement with the family of Zachary Bear Heels.
I want to acknowledge that $550,000 is not enough to replace your child. Probably no amt of money actually is.
$550,000 is also 1/4 of what Council President Jerram is asking be cut from the OPD budget.
If you speak to any of these items, there is a very high probability that your comments will be met with an explanation along the lines of, "this money comes from here, not here, so you're wrong" or "we can do both this and that". You will probably feel like you're not an expert
A few things to remember:
1) Your elected officials should have to explain these things to the public. It's what they signed up for.
2) you are a citizen and a member of the community and as such, your voice matters
3) you do not need to be an expert (see 1)
4) a budget is a moral document. The City believes X should go here and you think X should go there. That's a conversation we SHOULD be having. All the time.
And 5) one theory of change is making people uncomfortable bc then they will try to move toward something comfortable
I don't know about you, but I think we have been too comfortable. And one way to make us uncomfortable is to keep showing up, all the time.
You did it with the budget hearing. Now let's do it every Council meeting.
