The so called 'complaint' in Feb were WhatsApp msgs sent by OP Singh, accusing Rhea and her family of basically kidnapping Sushant. So what did OP expect, that Mumbai police will detain an actress - Rhea who is Sushant's girlfriend over WhatsApp, without a written complaint?
If they really thought his life was in danger what were they doing from Feb to May? They spoke with Sushant several times.
It's clear that the family, especially OP singh and his wife didn't like Rhea & the feeling was mutual, but the 'family' didn't file any complaint.

Not only did they not file a complaint in Feb, they didn't suspect anyone & acknowledged Sushant's psychiatric treatment in their statements recorded 2 days after his death on 16th. They filed an FIR in BIHAR after 4 4 days or so as CM Nitish Kumar gave interviews to channels.
FIR accused Rhea of
abetment to suicide. Thus the family knew Sushant died by SUICIDE. Now the family has written a letter & claimed that he was MURDERED. Meanwhile father K K Singh did a photo op with CM of Haryana. They keep changing statements & seem politically manipulated.
