The key question for the minister is: how will you make sure that, this time, the ministry of health has actually implemented the testing regime it says it has
It’s all well and good to say that we’ve discovered problems and now we’re dealing with them, but (according to the minister) the problem is that the MOH consistently don’t do what they say they are already doing
They said quarantinees were being tested before they were released. That was false. They said border staff were being tested. That was false. This is, to echo Judith Collins on Q&A, a systemic problem - not with testing, but with honest reporting by the ministry
Now we can absolve Hipkins of the blame if he was flat out lied to - unless (as seems to be the developing position) there are no consequences for officials misleading the minister and the PM and by extension the public
