A single test should never be what determines who's eligible to receive a college education.

Crabs in a barrel mentality where those in power undersupply and overcharge college spots then sit back and watch the poor and marginalized fight over the scraps.
The fight over Affirmative Action is a stupid outgrowth of this divide and conquer approach. We see fights over the "definition" of race and who suffer the most and what suffering counts the most, and... it's stupid and focused on the wrong things.
College is an import tool for the job market. Fight for more colleges. Fight to reduce fees. If you finish high school in the top 10% of your class you should be guaranteed access to college. Period. Kids who are outside that band should be provided means to fill the other spots.
The fact that there aren't "enough" spots to match the amount of deserving kids is the real problem, not that a black kid from the ghetto or a rich kid from the burbs got a spot, and some other kid who scored higher on a test didn't.

Also, you know what determines a deserving kid? The kid does. If a kid thinks they have what it takes to succeed in college they are deserving of the opportunity to try. They'll either succeed or fail. Make room for them too.
For those who would say "you're being utopian, there can't be spots for everyone", realize society made a decision that everyone should have access to a high school education. We're in a time when post-secondary education is essential in society. Let your priorities reflect that.
