The Conservatives also got a bit over 40% of the vote, but the first past the post system awards them a majority of seats. All the other parties (representing a majority of voters) can tell them they're out of line until they're blue in the face. The government just ignores them.
Sometimes democracy is not about getting things right the first time, but correcting your mistakes. This week democracy in Scotland worked; in England it looks more an elected dictatorship that doesn't have to own up to even the most egregious mistakes.
