Two witnesses and victims Sharon Compton and Linda Bates both said police were frequent users of his brothel. The CPA after "a review" in 1996 found no evidence of this. Because i'm sure whenever they went there they filled out a report.
This hit piece on victim Sharon Compton blames journalists and says the CPS were in talks to prosecute Sharon for making it up. Milly Dowler, who's now more well known for having her phone hacked, was a 13 year old schoolgirl who was raped, tortured and murdered by a known sex offender Levi Bellfield in March 2002. However he was not charged for that crime until 2010
Bellfield (born Levi Rabetts) went on to kill two more adult women with some strange shifts in M.O. Two with a hammer and one attempted murder of a woman by hit and run. He was in jail for these crimes when he was charged with Milly's murder.

Bellfield's flat at the time was just yards away from the last place Milly was seen alive. In the 2 years before Milly's disappearance, Bellfield had been reported to the police 93 times and his current partner was in a womens shelter because of domestic violence.
The entire block of flats at Collingwood Place were canvassed by police looking for witnesses/suspects during the hunt for Milly...all except number 24 where Bellfield resided.... So why?

There are further theories that Bellfield had officers on film who had raped young girls he had drugged and that the entire phone hacking scandal was a psyop to stop press coverage of Bellfields trial, but i'll let Richard D Hall tell you about that.

August 1995, Belgian police had failed to connect the dissapearances of four young girls to the same kidnapper. Marc Dutroux's own mother wrote to the police to tell them she had seen 2 girls imprisoned in his basement. The police did nothing.
Two years earlier one of Dutroux's tennants, Claude Thiralt had reported him to the local Gendarmerie after Dutroux had suggested to Claude that they kidnapped two drunken girls who had walked by their car and decribed how to do it.
The Gendarms persuaded Claude to become their informant. He and 3 others delivered information to them that Dutroux planned to kidnap young girls to sell them into prostitution rings. Yet when girls started disappearing in 1995, Dutroux was never questioned by the Gendarms.
Even more incredible was that Marc Dutroux and his ex wife Michelle Martin were jailed in the 1989 for the abduction and rape of 5 women and Dutroux had gotten out just 3 years prior to the girls going missing after serving only 3 years of a 13 year sentence...he was on parole.
While in jail Dutroux managed to convince a health professional that he was disabled with mental illness. He f $1,200 a month in benefits He also convinced them he needed sedatives for sleeping problems. Dutroux later went on to use those sedatives to sedate his victims.
Meanwhile, the man who had returned Dutroux to society, Justice Minister Melchior Wathelet, was rewarded with a prestigious appointment to serve as a judge at the European Court of Justice at The Hague.
Instead of questioning the obvious suspect in the missing girls case they put him under surveilance in an operation titled Othello, led by Gendarm Rene Michaux. In 5 months they found nothing.
Bizarrely Dutroux ended up getting arrested for car theft on Dec 6th 1995. Upon hearing the Police were going to search his house. Michaux went straight to the Magistrate and said, don't send in the police. I've been watching him, I'll do the search. The Magistrate agreed.
Michaux and his team searched the house and found video tapes of Dutroux building his underground cell, raping a girl on a trip to Slovakia and a recording of the worried parents media appeals. He ignored all of them. Then Michaux and a locksmith went to search the basement...
In the basement are chains, vaginal cream and speculum and rohypnol. The Locksmith hears whispering coming from somewhere and tells Michaux who shouts "SILENCE" at which point the whispering stops. On demanding they tear the place apart Michaux responds "Who is the Gendarm here?
Operation Othello was called off. Michaux reported that they had found nothing. Dutroux serves 4 months for car theft and gets out in March 1996. While he was in prison the two 8 year old girls, Julie Lejeune and Mélissa Russo died of dehydration/starvation in the basement.
Dutroux's luck ran out when they abducted 2 young girls in a small Belgian town. Their van was rcognised, the small town police did their job and one of Dutroux's junkie accomplices, Michel Lelievre was so badly in need of a fix he spilled the beans.
Meanwhile, Many things were being covered up behind the scenes. Bruno Tagliaferro, a scrap merchant who came forward with information about the car used to kidnap the girls was soon found dead of a heart attack.
His wife refused to belive it was a heart attack and exhumed his body and sent samples to be tested. He was poisoned. She later was found burned to death in her own bed. Her death ruled a suicide
Dutroux led police to his dungeon. As the girls were freed from the cage, they ran to hug and kiss Dutroux. They had been brainwashed into thinking that Dutroux was protecting them from “bad people”. These were now the bad people that had arrived to come get them.
Police searched one of Detroux's other properties with the help of the British team who has searched Fred West's house and found the bodies of two other girls, An Marchal, 17, and Eefje Lambrecks, 19 . They had been drugged and buried alive.
It's important to note that there is a hero in this tale. An investigative Judge called Jean-Marc Connerotte who was the lone ranger trying to bring Dutroux down. He appealed for other victims of peado rings to come forward.
Regina Louf responded. She described various orgies she attended and named a prominent Belgian businessman, Jean-Michel Nihoul, as organiser. She described a house in detail and a murder she had seen at a sex party in 1984. Dutroux described Nihoul as the brains of the operation.
Nihould was quoted before his eventual arrest as saying "I am the monster of Belgium" and the information he claims he has about important people in Belgium "would bring the Government and the entire state down."
More witnesses came forward and Judge Connorotte had 29 people arrested including Police, Gendarmes and businessmen. The Judge was removed from leading the case with the tenuous accusation of having lost his objectivity..
His dismissal led to the biggest street protet in Belgium since the Neuremburg rallies. 300k people flooded the streets of Brussels. Workers went on strike, firemen turned their hoses on public buildings.
The trial finally got underway 8 years later. Dutroux was eventually sentenced to life imprinsonment. His wife Michelle got 30 years and Lelievre 25 years. Lelievre had stopped cooperating with police after death threats in prison.
Nihoul was initially tried as an accomplice to the kidnappings, but was acquitted of these charges due to insufficient evidence. He was instead convicted of involvement in a gang that participated in human and drug trafficking and was sentenced to five years in prison.
Lack of evidence was a real problem throughout the case. Thousands of hair samples found in the basement were not DNA tested and 30 material witnesses due to testify in the trial were suicided or accidented.
There are so many strange "coincidences" in this case as there are in all of these types of things. Authorities tried to discredity wtness Regina Louf who had described in detail the murder of a girl. A judge friend of Nihoul had been sitting on that case for years.
Louf’s name was leaked to the press. The Belgian version of the BBC began a campaign to prove that Duroux worked alone, Nihoul was innocent and Louf was a liar, her parents appearing on a current affairs show describing her as a deranged fantasist with false memories.
The official story, Dutroux acted alone, it appears even the public prosicutor was persuaded that all evidence pointing to a paedo ring was fantasy.
Rene Michaux, the officer who went in that basement was never investigated or charged and was promoted to Police Commissioner.
“The Justice Ministry was sitting on a politically sensitive list of customers of pedophile videotapes,” said a report in the Los Angeles Times at the time. The list never surfaced and the story faded into obscurity.
