As of recently as 2020. The Texas AG has been asking for more powers to be conferred on the Attorney General to investigate police misconduct. The Justice in Policing Act which Kamala Harris is a leader on would do that.
The article artfully tries to smear Kamala’s position at the time that it was not her job to investigate police misoconduct as an AG except in extraordinary circumstances.
She was right. And as a Senator she sought to give State AG more powers through the Justice in Policing Act

In fact, NYT concedes in its clickbait article to say “she proposed an expansion of AGs office to investigate police misconduct, begun review of two municipal police departments and backed a justice department investigation in San Fransisco” after suggesting she did nothing.
The Times Article says that critics said she was too cautious at this time. Keep in mind she was the first AG to support an expansion of its powers to review police departments, first AG to mandate body cams, one of the first to investigate pattern and practice.
Over all the Article still gives a better depiction of what she did to reform the system than most articles but it still attempts to try and make it seem as though she did little. She actually did more than any sitting AG at the time to reform the Criminal Justice System.
