I worked for the WH Domestic Policy Council at the end of the George W. Bush administration. The president and a number of his senior advisers cared about the ongoing losses of private schools serving high-need kids. Students were being affected by closures/consolidations.

In the fall of 2007 and spring of 2008, I wrote a report about this issue with lots of data and some fascinating history. The findings of the report are still highly relevant today.

Probably the most interesting thing I uncovered in the research is that President Nixon's administration had been concerned about the same issues 35 YEARS EARLIER!
The had convened a group to work on the same set of issues!

It was called the "President’s Panel on Nonpublic Education." They started work in the spring of 1970. They issued a report in 1972. It was prescient.

I want to highlight one thing in particular.
In 2008, we were citing the diagnosis and recommendations of a 1972 report.
That same diagnosis and recommendations are being discussed right now!

We ended our report by saying that America needed to act. We were worried that since the Nixon administration's concerns weren't heeded then maybe our concerns wouldn't be heeded...and that some future White House would face the same or worse problems.

And here we are today, with thousands of non-public school serving disadvantaged kids that are on the brink of closure because of the current crisis.
